This is a Dinkle GK16 protective earth terminal block in green and yellow for 35 mm DIN rail. It accepts conductors from 2.5 to 16 mm2 (AWG 14 to 6) with a screw clamp and is marked IEC 947-7-2 1000 V and UL 600 V 65 A.

The current Dinkle catalogue lists this size as the DK16-PE, which shares the same conductor range and 12 mm width. This is a single block removed from a rail and is sold as pre-owned.
